1. Introduction. Over the past years, many people, including the children of the Russian Orthodox Church, have expressed concern about the introduction of new electronic technologies used in the interaction of citizens with government agencies and commercial organizations. For example, thousands of people report being forced to use electronic records and electronic documents.

This concern first arose in connection with the private issue of introducing a taxpayer identification number and was considered by the VII Plenum of the Synodal Theological Commission of the Russian Orthodox Church on February 19-20, 2001. With the development of new technologies and their inclusion in various spheres of public life, a significant clarification of the church position was required, which was reflected, in particular, in the messages of the Council of Bishops in 2004 to the Presidents of Russia and Ukraine, the Statement of the Holy Synod of October 6, 2005, the Definition Of the 2008 Council of Bishops "On questions of the internal life and external activities of the Russian Orthodox Church" Council of 2011 "On questions of the internal life and external activities of the Russian Orthodox Church." The activities of any clergyman or layman should not contradict these documents.

Within the framework of national projects for the creation of "electronic government" in different countries, legislation is being modified, new terms and concepts are being introduced, and as a result, life is radically changing. This often makes the process of interaction between a person and various structures more convenient. One of the main arguments of the state when introducing "electronic government" is the fight against corruption. The translation of various documents into digital format and the formation of databases makes it possible to make transparent and controlled the passage of documents in different areas, be it economic life, the judicial system or work with citizens' appeals.

Despite these positive developments, the challenges associated with electronic identification continue to accumulate and become more complex. Today, new approaches are needed to the civil, spiritual, moral and theological assessment of these problems.

2. Identification codes and databases as an element of building a worldwide electronic control system. International documents (in particular, the Okinawa Charter of the Global Information Society, adopted by the G8 in 2000), paved the way for the creation of "e-government" with the help of "e-government" built according to uniform international standards on a single organizational, technical and programmatic platform. Government bodies are being integrated into a single world system. At the same time, the laws of the operation of cybernetic systems are sometimes transferred to human society, and the system itself generates the danger of total control and management of the citizen and society.

Any element of a computer network (node, device, file) is always designated (identified) by its address - a unique digital code. Therefore, the main technological principle of building a global information society is the assignment of a unique personality identifier (code) to each person and its constant use by a person in all cases of interaction with public infrastructures - legal, administrative, financial, transport, trade, medical, educational and others. This identifier is the designation of the managed object of the cybernetic information management system and, at the same time, the access key to its electronic dossier file in the database with the same number. Acceptance of this identifier means the actual consent of the person (voluntary or forced, conscious or unconscious) with the rules of the system. At the same time, there is a technical possibility that each of his steps can be checked, serve as a test for loyalty to the system, for agreement with the worldview and ideological attitudes prevalent in it, which may turn out to be incompatible with Christianity. Such a development of events increases the danger of a bias towards a person on the basis of his religious, political or other views, up to discrimination based on ideological grounds.

Recently, a well-founded concern has been spreading in society that the use of a digital identifier can be imposed on people as a condition of their physical existence. A person may be forced to present this code everywhere instead of a name in interaction with government and commercial structures in order to exercise their civil rights, receive material goods and services. The use of the identifier, coupled with modern technical means, will allow for total control over a person without his consent - to track his movements, purchases, payments, medical procedures, receiving social assistance, other civically significant actions and even personal life.

Already, the actions to collect and process the personal data of children studying in state institutions are alarming, since there is often an uncontrolled collection of data that is clearly redundant to ensure the educational process.

All collected information can not only be stored, but automatically analyzed in order to make management decisions in relation to a specific person. The introduction of an end-to-end personality identifier allows you to create a single database where data from various spheres of a person's life can be collected, stored and automatically analyzed in real time.

Serious criticism among many believers is caused by the danger of the mandatory assignment of an identification code, its transformation into an irreplaceable, lifelong and posthumous attribute, the compulsion to use it as the main identifier of a person in his relationship with the state, social and commercial institutions.

3. Mobile communications. Mobile communication, which has become familiar to many, is one of the simplest and most convenient means of identifying a person, determining his location, and listening to his conversations. The growing computing power of phones and their transformation into full-fledged computers allows them to store significant amounts of personal data. The threat of unauthorized access to this data increases as networks develop and data transfer speeds increase.

4. The problem of a universal electronic card. In the very near future, a universal electronic card (UEC) can become a technical tool that constantly accompanies a person in his daily life. We are talking about a microprocessor device of a unified world standard that identifies a person. Such a card, like a digital identifier, not only greatly facilitates the creation of a system for total tracking of all civilly significant actions of a person and his personal life, but allows for the management of each citizen and society as a whole.

Many believers expressed concern about the plans for the mandatory appropriation of cards and insisted on the voluntariness of this procedure, which in most cases has been achieved so far.

5. Threats to the security of citizens and society. Management of global information networks today is most accessible to those international circles that have created their architecture, element base and basic software, where any mechanisms can be secretly laid, allowing at any time to intercept real power. Such a development of events with the use of information technologies and computer technology of global distribution is fraught with unacceptably high dependence on external suppliers of equipment and software, and in the long term, and the possibility of losing state sovereignty.

The development of information technology has caused the emergence of a new type of crime, when cybercriminals use computer networks and technologies for their own purposes. Today you can rob a bank without breaking doors and safes, being on the other side of the world. It is easy enough to steal money from an individual, too, by determining the identification number of his credit card. Moreover, ordinary citizens have no real opportunity to protect themselves from computer banditry.

Digital signatures and privacy laws cannot stop the rise of cybercrime. Experts in the field of information technology testify that even the most advanced computer system cannot guarantee the security of information from accidental errors, failures, viruses, unauthorized access, malicious use, distortion or deletion. It is also known from practice that the unauthorized dissemination of data about a person's personal life makes him defenseless against ill-wishers and criminals.

At the same time, one cannot but admit the usefulness of voluntary registration and use of data on the health status of people suffering from certain chronic diseases. Without this, it often becomes impossible to preserve their life and health in dangerous situations.

6. Biometrics. In new identification technologies, biometric parameters are increasingly used - data on individual physical, physiological, psychological and behavioral characteristics of a person, contained in the unique characteristics of his body. Such characteristics can be fingerprints, drawing of blood vessels of the retina, the structure of the iris of the eye, the shape of the face, hand, palm, finger, ear, thermal face portrait, drawing of veins on the arm, voice, gait, signature dynamics, lip movements, genetic code (DNA) and others.

Comparison of a person's biometric data with those data that have been previously scanned, digitized, entered into a database and recorded in a personal medium is called authentication or verification. In this case, human communication is no longer required, since a person will be recognized by a machine.

Such methods are very effective in solving crimes, preventing unauthorized access to certain premises and in a number of other cases. However, the general, and even more so the compulsory collection of biometric parameters of a person for placing them in electronic devices and databases for subsequent identification and authentication infringes upon the dignity of the individual. At the same time, elementary norms of human morality are also violated, which has always included ideas about what can be known about a person and what should not. According to experts, any biocode always carries much more information than is needed for a regular identity check. Potential abuses are obvious here - from discrimination in hiring to outright blackmail.

7. Implantable electronic identification devices. The next stage in the development of identification technologies may be the widespread introduction of miniature devices that allow tracking all civilly significant actions of a person and determining his location. There are already technical developments of such devices, inserted under the human skin, or special marks applied to his body. There are also specific plans for the introduction of such technologies. The identification number recorded in the microchip will serve as both an "electronic wallet" and a means for determining the location of a person in real time using satellite global positioning systems. This will make it possible to trace the contacts and social circle of each person, and in the future - almost complete control over the life of society.

It is alarming that legislative acts are already being adopted providing for the widespread use of embedded nanoelectronic devices for wireless contact of the human brain with surrounding objects, vehicles and other people.

8. Cases of discrimination and human rights violations. Hundreds of thousands of citizens, including Orthodox believers, who for one reason or another do not want to enter the new identification system, use documents with electronic personal identifiers (personal codes, bar coding of personal information, identification numbers) and dubious symbols, report a violation of their constitutional rights , which sometimes happens due to the lack of appropriate legal guarantees. Often these people are deprived of medical care, old-age pensions and other payments, disability registration and various benefits. Sometimes they cannot make transactions with property, go to study or work, conduct business, pay utility bills, or purchase travel documents. Only a small part of the discriminated citizens go to court. For the most part, people humble themselves and choose to endure. As a result, a stratum of people is formed, thrown out of all spheres of social, public and state life. Most of the citizens who are discriminated against are elderly, sick people in need of treatment and social protection.

9. The Church is in defense of God-given freedom. The Orthodox Church does not deny the need to take citizens into account by the state. Since ancient times, the authorities have been conducting census of citizens, issuing identity documents. These measures are needed to protect law and order and public safety, to perform economic and social functions. The Church, participating in the discussion about accounting methods, does not condone those who evade civil obligations or have criminal goals, but defends the right of citizens to live in society in accordance with their beliefs and principles.

The Russian Orthodox Church is convinced that people have the right not to accept any new technologies and symbols, which, in turn, should not be uncontested and compulsory. It is necessary to preserve the opportunity to use the traditional accounting system already enshrined in existing legal acts (by last name, first name and patronymic, date and place of birth, place of residence), as well as traditional identity documents. An urgent need is the introduction of a legislative ban on coercion of citizens to use automated means of collecting, processing and recording personal data and personal confidential information, including a ban on coercion to accept and use any means of automatic identification of a person. It is necessary to observe the constitutional rights of citizens who refuse to use electronic methods of registration and personal identification. This is possible only with a clear and unambiguous legislative consolidation of the indisputable right of citizens to use traditional documents and accounting methods. The implementation of such legislative norms must be ensured financially, technically and organizationally, otherwise guarantees may remain a mere formality.

The Church calls on the state to pay attention to the proposal to legally prohibit the application of any visible or invisible identification marks to the human body, the implantation of micro- and nanoelectronic identification devices into the human body and brain, and the creation of biological microchips and biocomputers from human cells.

Due to the fact that the possession of personal information creates the possibility of controlling and managing a person through various spheres of life (finance, medical care, family, social security, property, etc.), a real possibility of intervention is created not only in the daily life of a person, but also in his spiritual world. The Church shares the fears of citizens and considers it unacceptable to limit constitutional rights in the event of a person's refusal to consent to the processing of personal data.

The consent of citizens to the use of electronic accounting means must be informed, with the obligatory explanation of all the consequences of the decision taken. Citizens wishing to use these tools should be guaranteed knowledge of the content of electronic records, as well as the ability to change the content of these records or delete them when not otherwise required by statutory public safety requirements. Documents issued by the state should not contain information, the essence and purpose of which is incomprehensible or hidden from the owner, as well as symbols that are blasphemous or morally questionable or that offend the feelings of believers.

The Church carries out a dialogue on these issues with the authorities of Russia, Ukraine, Belarus, Moldova, Kazakhstan and other countries, seeking to take into account and understand the position of believers.

The clergy, monastics and all faithful children of the Holy Church are called to show Christian soberness in this difficult issue, to take care of the freedom to confess their faith and maintain the Christian way of life, remembering that only those who abide in Christ and keep the unity of His Church can bring God good spiritual fruits (see John 15: 6-12).

In the church environment, passions around TIN, barcodes and biometric passports do not subside. With each subsequent innovation from those in power, the common people are seriously agitated and do their best to protect themselves from the seal of the Antichrist. And no matter how much the hierarchy calms and persuades, the panic among the believers does not fade away.

On the one hand, anxiety is not out of the blue. It is difficult to argue that all processes lead to globalization, and states continue to improve systems of control over the population. This, in principle, does not bode well for a simple average citizen.

What used to be the plot of science fiction books is now becoming a reality. As a schoolgirl, I read about the adventures of Alisa Selezneva and could not imagine such a marvelous device as a videophone. And now even Skype has died down. Video communication has become commonplace - it is built into any social network or communication application.

The only way to get into the secret room in a spy thriller was by scanning your fingerprints and retina. About ten years ago, I already had a working laptop with the ability to "unlock" using a fingerprint. The retina has also been scanned for several years at many airports in the world and compared with the data sewn into the biometric passport. Examples like this can be continued.

The retina appears as a universal identifier for a person in the Hollywood film Minority Report, starring Tom Cruise. Its action takes place in the future (as it seems to me, it is no longer distant). The tape describes a society in which such a tremendous order has been brought in that even criminals can already be caught at the stage of the only emerging intention. One characteristic feature is the ubiquity of retinal scanners. A person who suddenly finds himself in disgrace cannot hide anywhere. Naturally, the plot managed to sort everything out, but the idea itself is rather bleak. For Christians, who are always a bone in the throat of almost any society (for we do not forget that “you will be in sorrow” (John 16:33)), it is difficult not to perceive such possibilities of total control as a direct threat.

We know that Christianity has rarely been in favor. Even in Orthodox Byzantium, schisms and heresies constantly raged, during which followers of the right faith were persecuted and sent into exile. In our days, there is also no particular warming in relation to the Church and its representatives. We know from numerous prophecies that Christians will have a particularly hard time in the last days. And, obviously, this is due precisely to the fact that it will not be possible to sit out in the corner. The technique will be so perfect that it will be impossible to serve the Liturgy from home behind the backs of the special services, as it happened in the Soviet Union. It will not be possible to come to the church, so that an entry in the electronic file does not automatically appear; in the conditions of non-cash payment, one cannot buy any Christian literature; and any query in a search engine will immediately be written somewhere in our chip and counted from it on the very first post. You can fantasize for a long time and at length, but it all comes down to the fact that being a Christian will be equal to huge problems in everything. And there will be no way to hide it. Consequently, the temptation to twist the soul or reject Christ will increase. It will be very scary. Moreover, these fears will be fully justified. Some, maybe many, will tremble and accept the mark of the beast. But this will be a consequence of the rejection of Christ, not its cause.

Interpreters of the Apocalypse understand the mark both spiritually-allegorically and quite literally. However, its acceptance is always preceded by a moral choice. A couple of sentences earlier, the text says that the Antichrist will deceive many with false miracles, order to create a special image that will be like a living one, and will act so “so that everyone who does not worship the image of the beast will be killed” (Rev. 13:15) ... And only then “all, small and great, rich and poor, free and slaves, will be entitled to a mark on their right hand or on their forehead, and that no one will be allowed to buy or sell, except for the one who has this mark, or the name of the beast, or the number of his name ”(Rev. 13: 16-17). So there is no cause for concern. If we do not deny Christ and do not accept the Antichrist instead of Him, then there is nothing to worry about - they will not put a seal on us anywhere. We will be executed before that. Of course, there is little pleasant in what has been described, but, I repeat, accepting the mark will not entail a renunciation of God, but will only confirm it.

Let me fantasize a little here as an example. For illustrative purposes only. Suppose, after a certain number of years, all information about us, including financial issues, the entire genealogy and a complete psychological portrait, will be stored on a chip already built directly into the head or hand somewhere. Maybe by that time we will each live in our own burrows; and work, and communicate, and make purchases exclusively using the Internet without going anywhere at all. All life will take place in virtual reality. Any disobedience to the system will result in disconnection from the network. There are worries about dependence on gadgets, social networks and the Internet in general even in our century. Then disconnection from the network will mean complete isolation from the outside world. Such an ultracarzer. A person will hasten to agree with everything that is offered to him, and will bow to anything, just to return to a comfortable environment for him. If I do not learn to rule over my body, to limit my desires, then at the very first physical impact and even slight pain I will jump to run after the seal. Fear fetters and paralyzes, it distracts us from the most important thing - from our salvation, believing it not in life according to God, but in the struggle with administrative problems.
